Senator Duncan moved that the following Second Senate Finance                  
Committee Letter of Intent be adopted:

It is the intent of the Legislature that the                                  
appropriation for $391,000 set out in Sec. 38 of                               
CSSB 100(FIN) be utilized solely for the retention                             
of those employees, primarily in the Division of                               
Lands, who received layoff notices on or about                                 
March 26, 1993.  Senate Finance heard testimony                                
that the department needed $391,000 for personal                               
services to retain 31 employees working on the                                 
State Land Selection Project through the remainder                             
of this fiscal year.

action in failing to adopt Amendment No. 12 (page 1042).  Senator              
Taylor objected.                                                               
                                                                               
The question being: "Shall CS FOR SENATE BILL NO. 100(FIN)                     
am be returned to second reading for the purpose of rescinding                 
action in failing to adopt Amendment No. 12?"  The roll was taken

expenses of state government; making, amending, and repealing                  
capital and operating appropriations; and providing for an effective
